Seven years ago, mailers thought it was the end of the civilized USPS.Not since 2001 had the USPS rolled out such a sweeping rules and rates change. Such stringent guidelines, rules and procedures would surely ruin us all. Well, in fact, it was the first leap to a more streamlined, meaningful set of rules to follow that have increased efficiencies and decreased mail delivery time. It was all about automation of the mail stream process. It still is.The rate and rule change we faced May 14, 2007 was the next step in the automating and streamlining of the postal delivery process. It was an aggressive action to keep our postal system at the lowest rates in the industrialized world and improve delivery speeds, services and products. We now face the first of proposed yearly rate adjustments envisioned by the Postal Accountability and Enhancement Act. Beginning May 12, 2008 and then every May (with 90 days notice) rates may be increased up to and no more than the rate of inflation as measured by the Consumer Price Index.
